Actually they are Grey Pansies (not Peacock Pansies). And I was wondering why one was harassing the other in such a manner....

Well.....here's my take.

This is the 'getting to know you'/'checking you out' maneuver. It's the male trying to sniff out if the female is in 'heat'. It's like some bloke going to a disco/pub and trying to hit on a hot girl sitting alone.

The flapping of the female wings means 'please don't disturb me' but otherwise like his attentions. She's playing hard to get. If the male can keep up with his 'dance', he may still have a chance in mating.

If she does a wings down abdomen up means she is not interested in mating as there will be no way a male's claspers can connect to her abdomen that way. The males usually understands this and flies off.
